DellAttributes Settings instance

/redfish/v1/Managers/{ManagerId}/Oem/Dell/DellAttributes/{DellAttributesId}/Settings

DellAttributes contains properties of additional properties to complement the Attribute Registry DMTF schema. It contains attributes surrounding attribute registry and Actions needed to perform changes to settings, which typically doesn't require a manager reset to apply.
